Water remaining on a low-slope roof is a reason to investigate the drainage route, not a complete diagnosis of membrane failure. The useful question is where water should go and what is preventing it from getting there.
Start with the outlet and work backward
A drain, scupper or edge gutter provides an exit. Debris can restrict that exit, but clearing an obstruction does not prove the rest of the assembly is sound. Water can also collect in areas that do not slope toward an outlet. A professional assessment should consider the membrane, the roof’s geometry and signs of movement or deterioration below. Separate slope from waterproofing

Those observations help distinguish a recurring pattern from a single snapshot. Do not adopt one manufacturer’s timing criterion as a universal pass/fail rule for every system; consult the actual product requirements.
Questions to ask before authorizing work
Ask whether outlets were inspected, what membrane is present, whether trapped moisture is suspected and which additional investigation is recommended. A repair should identify its limits. If replacement is proposed, the drainage plan deserves explicit treatment alongside material selection. Keep the findings with the building’s maintenance records so that the next inspection can compare conditions over time.
